What is a COVID-19 Digital Vaccination Certificate?

The COVID-19 Digital Vaccination Certificate is a digital copy of a person's COVID-19 vaccination status that can be used as a passport for work, participation in large gatherings, outbound traveling and can be verified by any agency or business requesting proof of vaccination.

The certificate provides key pieces of information necessary to confirm, verify and validate the holder's vaccination status which includes but not limited to:

  • Beneficiary details
  • Certificate number (unique to each holder)
  • Holder's image
  • QR Code with static information
  • Vaccination details

  • HOW DO I APPLY FOR A DIGITAL CERTIFICATE?

    The Ministry of Health, Wellness and Ederly Affairs is the authority responsible for the issuance of COVID-19 digital Vaccination certificate. A digital certificate will only be issued after the second dose of the COVID-19 vaccine has been administered by the appropriate authority.

    The digital version of your certificate can be stored on your mobile phone, tablet and/or email; you also have the option of printing a hard copy if necessary.

    To apply for your digital certificate, you will be required to visit the Government of Saint Lucia's Digital Government Integrated Services Platform (digiGov) using the following link www.digigov.govt.lc.

    PROCESSING OF AN APPLICATION FOR A COVID-19 DIGITAL VACCINATION CERTIFICATE

    Designed officers within the Ministry of Health, Wellness and Ederly Affairs will be responsible for the processing of Covid-19 Digital Vaccination Certificates. It may take up to five (5) business days to process an application for a Covid-19 Digital Vaccination Certificate.

    The Government of Saint Lucia through, the Department of Public Service would like to notify the public of the launch of Saint Lucia's Digital Integrated eServices platform, an online one-stop-government-shop. The platform seeks to enhance the Government of Saint Lucia's service delivery to citizens, businesses, investors and other governments. DigiGov is designed to aggregate one hundred and fifty-four (154) services across nine (9) ministries and thirteen (13) government agencies to facilitate online applications, payment and to monitor progress of government services anywhere, anytime. The overall goal of DigiGov is to use ICT as a tool to integrate public sector processes, enhance efficiency in the provision of public service and improve customer experience in a safe environment that promotes innovation and creativity. The project is being implemented using a two year (2020-2021) phased approach. Phase one will enable customers to submit online applications and payments for replacement and renewal of driver's licence. Phase two will focus on an additional eight services (example Endorsements, Learner's Permit, Driver's related Test, Omnibus-related services, Exchange of Foreign Licence) offered by the Division of Transport. At the end of December 2021, citizens will have online access to one hundred and fifty-four (154) services, the ability to apply, pay, monitor and track transaction's, ask or address queries with the click of a button.

  • To access the government's online services through the DigiGov platform, you will be required to create a DigiGov account using your NIC number. Existing drivers are welcomed to self-register starting June 2020, via the link www.digigov.govt.lc
  • Requirements for creating an account:

  • Valid Driver's Licence Number

  • All persons driving a motor vehicle on Saint Lucia roads are required to be licenced. The Division of Transport is pleased to provide driver's licence cards, permits and general transactions online. The digiGov website and online services are secure and encrypted. Using these available services, you may choose to conduct your driver's related transaction wherever and whenever you choose, knowing your personal information is protected.

    Unless otherwise noted, all of Division of Transport's online services are available 7 days per week/24 hours per day.

    Additionally, secure Internet access is available at the following locations for conducting Transport's online transactions with the help of a Service Bureau Agent:

    To complete your request, you may require the following:

    • Online Payment: Debit/Credit Card
    • Over-the-counter-payments: all Treasury locations
    • A valid e-mail address and cell phone number
    • If changing your address and/or Name: Proof of address change, proof of change of name documents are required
    • If you're applying for endorsements:
      • For motorcycle and omnibus endorsement: Successful completion of a theory and Practical exams for the following endorsements.
      • For Taxi endorsement: a certificate is required from the Ministry of Tourism
    • Driver's Licence supporting :
      • Driver's licence card (front and back) AND
      • National ID Card OR
      • Bio Page of Passport
      • Defensive driving certificate (if applicable)

  • Licenced Drivers can now Apply for their renewal or replacement of licence online through the Digigov Platform. Once registered you can sign-in using a User name and password.
  • Depending on the service you are applying for you may be required to attach an electronic copy of a: recent passport size photo, your signature, proof of address (e.g utility bill) or any other documentation required by the agency. Please review attachment requirements below for acceptable formats for a change in you photograph, signature and proof of address. ATTACHMENT REQUIREMENTS

  • You cannot submit a damaged photo with holes, creases, or smudges

  • Current utility (PDF) bill: including your name and current address. If your name or address is NOT included on the bill, please visit a Justice of the Peace
  • E. If you are applying for a replacement of Licence it is imperative that you have the following which you will required to scan or take an image and upload.
  • Lost: A signed affidavit or letter from a justice of the peace, lawyer or other authorized officer
  • Stolen: A copy of a Police Report signed and stamped by the Police
  • Damaged/ Defaced Card: You must upload a copy of your damaged or defaced card

  • The DigiGov platforms facilitates three methods of payment:
  • Complete online payment transaction where you complete application online and make payment using a debit/credit card (Master, Visa)
  • Online application and over the counter payment: An applicant can complete their application online and if they do not have a debit or credit card can opt to pay over the counter with cash. Once the online application is submitted a Bill ID/Invoice number will be generated on the platform the details of which will be emailed you or sent via SMS. You also have the option to print the invoice and proceed to the Department of Transport Counter or any treasury counter where the agency officer will facilitate the over the counter payment
  • Walk in Services: Visit any Division of Transport Office to apply and make payments for services. A Service Bureau Agent will be there to assist you

  • While the Back has your endorsements information. The card boats the following security validations which improves the card security and authenticity:
  • Signature of authorizing official at lower right
  • Secure CODE placed with digitally signed driver's licence details
  • The Secure CODE feature which synergizes QR Code and Public Key infrastructure (PKI) technology to store and secure data from within the licence which allows authorities to validate the driver information. It provides protection against document forgery; alterations to the document can be detected by verifying the embedded Secure CODE.

    The new design offers the driver and the Government the following benefits
  • The data in the Secure CODE is digitally signed using the industry standard algorithm, ensuring that an unauthorized party cannot modify or forge the data
  • The cryptographic key which is uses to digitally sign the data in the Secure CODE is securely stored at the server. This ensures that an unauthorized party cannot generate the Secure CODE with a forged data
  • Secure CODE can be conveniently verified via the digiGov's verification software
